Abstract

Over the last decade, Defence has expanded its capability development program, with major investments in traditional land, air and sea platforms, but also as importantly, in ICT systems.  These ICT systems support the exploitation of platform outputs, including storage, analysis and dissemination of outputs.
There is increasing acknowledgement that the traditional waterfall development approach, which originates from major physical platform projects, is not well suited to the successful delivery of ICT systems. This is largely due to the non-linear nature of technology implementation, the speed of ICT innovation, and the rapidly evolving needs of the ADF in response to red force advances.
Some recent major and minor projects delivering ICT systems have re-aligned Capability Life Cycle (CLC) design and acquisition methodology to adopt a more agile approach of development and delivery.  Strategies used include scheduling acquisition across a number of evolutions, incremental and frequent capability drops within the longer term project delivery, including emerging requirements continuously, development using a range of DevOps methodologies, and running offset acquisition and sustainment models in parallel.  The maturing professional knowledge base now includes discussion of hybrid-agile as a way to bring together pre-programmed waterfall and agile based approaches.
This stream seeks to bring to the fore experiences across R&D, Defence and industry to explore all aspects of agility in the capability life cycle. It will delve into lessons learnt, challenges, shared experiences, providing potential solutions and considerations when bringing agile into the CLC with the intent of developing innovative ICT systems for Defence use.

Biography

Kevin Rosenbaum has 40 years experience in Defence having served in the Army, as a Defence public servant and in Defence industry. Kevin’s academic qualifications include an Electrical Engineering degree and a Masters of Science in Defence Technology. Kevin has extensive experience in planning and delivering Defence projects across both Military and Intelligence areas. More recently Kevin has been involved in the planning and delivery of ICT centric projects of which agile acquisition and sustainment approaches were defined, approved and implemented. Kevin currently works within the the CIOG’s FastPath area which seeks to deliver a DevSecOps capability for Defence. Kevin seeks to provide some practical steps and tips for those considering using an agile approach in the delivery of a Defence project or those considering utilising more agile ways of working in the delivery of projects.
