Abstract

The Federal government spends billions of dollars each year on capability projects, much of which is on key technologies associated with government and military communications. information systems and network centric warfare. There is no shortage of new technologies. The unique characteristics of emerging technologies - their diverse applications, the myriad concerns raised by some new capabilities, the need for public engagement, and the challenge of effective coordination between governance players - create the need for a new governance approach and a new lens through which to view risk management. Onerous oversight and reporting is not sustainable when introducing new capability for our warfightters.

This tutorial will interactively consider the risks and opportunities of bringing new technologies into the capability equation and discuss the suitability of the current governance and risk frameworks to address the flexibility, agility and uncertainty of implementing new technology initiatives. Based on hands on experience, the tutorial facilitator will use real case studies as a basis for proposing how a new approach to governance and risk management can better enable the conception, implementation and constant updating of new technologies and how Defence and Industry can collaborate much more effectively.

We will consider the governance and opportunity management required to enable Australian industry to understand, design, develop and use technology applications to maintain advanced capabilities, especially in the area of cyber and information security.

The session will commence with an overview of the current situation, then move into a facilitated panel discussion with senior Defence and Industry leaders.

Biography

Yvonne Butler is a strategist and a tactician, known for “getting things done”. She is results focused and provides strategic level specialist, professional expertise relating to the design and delivery of organisational objectives aligned to policy and higher guidance. With over 30 years’ experience as a senior executive, international management consultant and independent director in both private and public sectors across Australia, Europe and Asia, Yvonne has a history of driving success in complex portfolio environments and is regarded as a thought leader in strategy execution, governance, program management and risk management. She has worked for two of Australia’s largest commercial law firms (King Wood Mallesons and Allens), global consulting firm Ernst & Young in Business Consulting, Corporate Strategy & Transformation, New & Emerging Markets and Corporate Partnerships & Alliances, ASX listed projects, asset and facilities management organisation Transfield Services (now Broadspectrum) and Palladium Group, the global consulting practice of Harvard Professors Kaplan & Norton. Yvonne is the immediate past Chief Executive Officer of the Australian Institute of Project Management, which is the peak body for project management in Australia and was Australian Delegate to the International Project Management Association where she had regional and global Board responsibilities. Yvonne has a long and deep connection with Defence, being commissioned into the Royal Australian Corps of Signals, has delivered many projects and programs in and around Defence., and most recently is an External Board member to CASG providing Independent Assurance Reviews and facilitating Smart Buyer workshops. Yvonne currently sits on a number of Boards including being an appointee to BoardLinks facilitated by The Office for Women, Department of Prime Minister and Cabinet. She is a Board member of the Royal United Services Institute for Defence and Security Studies and a Governor of the Institute for Regional Security. A frequent public speaker, commentator and contributor locally and internationally, Yvonne has most recently been working with the OECD to input to the G20/OECD Corporate Governance guidelines. In her spare time, Yvonne is currently writing a book on strategy execution, governance and risk management.
