ABSTRACT
The future of Government-based satellite architectures is rapidly changing, integrating highly dynamic and flexible software defined satellites (SDS) and digital payloads capable of delivering increased capacity services at an order of magnitude significantly higher than current operations can support with legacy planning and management systems. Within the next 10 years, every enterprise-level satellite architecture will integrate flexible digital platforms and payload technologies across a multi-orbit architectural construct requiring a highly advanced resource planning, management, optimization, and orchestration capability that is non-existent today. In order to harness the power of these highly advanced, heterogenous, multi-orbit constellations, the Government will require a new breed of resource management and control systems that deliver dynamic, autonomous resource capacity planning and management systems that leverage highly complex optimization engines and asset orchestration capabilities that develop and deliver transport-agnostic, user-defined, and optimized resource capacity plans that meet current and future mission objectives. More importantly, these highly complex resource plans need to be delivered to the warfighter at the speed of operational relevance vs. today’s arduous and time-consuming processes.
This tutorial will focus on the key factors and complexities associated with designing such a dynamic management and optimization system to deliver next generation dynamic and autonomous orchestration of the space, ground, and terminal assets within the integrated SATCOM environment. Our optimization experts will share their insights and critical lessons learned from Kythera’s work developing these types of systems for some of the world’s largest satellite operators.

Jeffrey Freedman, PhD – Chief Executive Officer (CEO) - With more than 30 years of telecommunication engineering and software development experience, Jeff is both CEO of Kythera Space Solution and CTO of RKF Engineering, Kythera’s sister company. He is the visionary and technical genius behind the business. Jeff holds dozens of patents in satellite payload design, satellite resource management software, and telecommunication architectures and is highly regarded as a subject matter expert in satellite performance, antenna design, payload design, and dynamic satellite control systems.
Jeff has also led groundbreaking software development efforts, including “CAGE,” which won the NASA Goddard Space Flight Center GSFC Software of The Year Award, and “3d Choreographer,” which won Windows Magazine’s Win 100 Award.
Jeff holds a BSEE from North Carolina State University, an MSEE from Cornell University, and a Ph.D. in EE from the University of Maryland.

With over 60 awards for innovation and rapid company growth, Andy has a hard time sitting still. Andy holds a BS in Math and CS from Tufts University and an MS in CS from Johns Hopkins University.
