ABSTRACT
Defence Force Exploration Branch recently undertook a pilot program with Australian disruptive startup EarlyBirds on "How do we achieve concept led Force Design by advancing capability edge based on industry actionable innovation"
This brief will provide details on this pilot around cybersecurity capability edge based on industry actionable innovation. The pilot explored a specific framework to showcase and build dynamic industry capabilities in cybersecurity.
This brief will show what has been done, potential use cases, how different stakeholders could use dynamic capabilities going forward and how this could be applied in other areas as well as how this approach could change how Defence could accelerate its innovation journey.
On the success of the pilot, Commodore Turner said “The pilot demonstrated that Joint Concepts could not only provide ideas for future Defence Force Design, but provide insights into the technological feasibility of these ideas by pairing with EarlyBirds to develop industry innovation maps linked to the underlying concept, in this case, the Joint Cyber Concept”.

BIOGRAPHY
Commodore Turner joined the Royal Australian Navy in 1989, graduating from the Australian Defence Force Academy in 1992 with an Electrical Engineering Degree. He conducted a number of sea postings in PERTH Class Destroyers and ANZAC Class Frigates, as a Seaman Officer and a Weapons Electrical Engineering Officer, including Command of the ANZAC Class Frigate HMAS Warramunga.
After command, Commodore Turner was the capability support manager for the ANZAC Class Frigate, before becoming the Surface Combatant Group Capability Manager’s Representative responsible for the ADELAIDE and ANZAC Class Frigates and HOBART Class Destroyers.
Commodore Turner has extensive operational experience, serving onboard HMAS ANZAC during OPERATIONS DAMASK and SLIPPER, and then on staff at the Combined Maritime Forces in Bahrain as Plans Officer, CTF 150 staff and Director of Operations respectively supporting OPERATIONS CATALYST, SLIPPER and MANITOU. He also conducted an exchange posting with the USN Navy in Norfolk, Virginia at the Surface Warfare Development Group.
He is a graduate of the Australian Command and Staff Course and the UK Royal College of Defence Studies.
On 11 December 2020 Commodore Turner took up the role of Director General Force Exploration in Force Design Division of VCDF Group.
He is married to Alexandra, and has two sons, Nicholas and Christopher, where they all enjoy playing tennis and skiing and watching AFL, Football, Rugby and Cricket.

BIOGRAPHY
Colonel Daly completed his officer training at the Australian Defence Force Academy and the Royal Military College - Duntroon in 1994, and was commissioned into the Royal Australian Infantry Corps. He served in regimental appointments in the 1st Battalion, The Royal Australian Regiment. As a first year Captain in 1998 he instructed at the Royal Military College - Duntroon. He went on to serve in the Special Air Service Regiment and deployed as a Troop Commander to East Timor, Solomon Islands and Afghanistan.
Upon promotion to Major, he was responsible for collective training at Special Operations HQ. He then served as the Operational Support Squadron Commander and Operations Officer in the SAS Regiment. He commanded an interagency operation in 2006 and then redeployed to Afghanistan in 2008 as the Task Group Deputy Commander. In 2009 he attended the Australian Command and Staff College and received the Governor General’s Prize.
As a Lieutenant Colonel, he managed the Selections and Appointments team at the Directorate of Officer Career Management Army. He deployed to Afghanistan in the NATO Special Operations HQ as the Mentor Team Lead, where he developed all 22 Provincial Police Response Companies. On return in 2012, as the Director Joint Interagency Liaison Office he advanced a leading-edge capability to meet the demands of a priority Government task. In 2013 he was appointed as the Commanding Officer of the SAS Regiment. He led a Recovery Joint Task Force, enabling Department of Foreign Affairs and Trade, Australian Federal Police and foreign nation outcomes. In 2015 he led the Special Operations Task Group assisting Iraqi security forces to regain the initiative.
Upon promotion to Colonel in 2016, he was appointed Director Operational Plans HQ Joint Operations Command, where he designed and implemented military plans coordinated across the whole of Government national security areas, for operations in the South China Sea, Papua New Guinea, Philippines and Antarctica. In 2018 Colonel Daly was selected for a US Joint Billet as the Current Operations Chief for Transregional Synchronisation in HQ US Special Operations Command. As the campaign team lead he integrated DoD strategy, plans and intelligence priorities with US Combatant Commands, Joint Staff and Office of the Secretary of Defence, to counter violent extremist organisations globally, amid resource reprioritisation to great power competition. In 2020 he completed the Defence Strategic Studies Course, prior to becoming Director Joint Futures and Concepts in Force Design Division.
His academic qualifications include a Bachelor of Arts in History and Politics (New South Wales), and a Graduate Diploma in Operations Management. He holds a Master of International Security (Deakin), a Master in Strategy and Policy (New South Wales) and a Master of Defence and Strategic Studies (Deakin). He is a graduate of the Australian Institute of Company Directors, further contributing to his understanding of the practices associated with organisational leadership and accountability.
Colonel Daly received the Distinguished Service Cross for leadership on operations in Iraq, and was awarded Member of the Order of Australia for service in personnel management, strategic capability and Unit Command. He was awarded the NATO Meritorious Service Medal in Afghanistan and a Commendation for Distinguished Service for leadership of an interagency operation in the Middle East. He has received a number of US awards.
