ABSTRACT
Recent research from WithYouWithMe and Internet 2.0 explore the emerging strategy of levee en masse that is being employed in the cyber domain of warfare and explore this concept as a capability gap that exists within the cyber workforce. Levee en masse discussion points: Levee en masse includes not only conscription but also as an inspirational uprising. Where education and ideology helped drive young people to the army. Levee en masse also required mass forms of communication and its success requires expanding popular communications. Throughout 2022 we have seen the role of social media and platforms like Telegram filling this capability requirement of expanding popular communications. A cyber levee en masse therefore that targets or defends media and communications is at the core of modern conflict. Cyber workforce capability gap discussion points: WithYouWithMe and Internet 2.0 plans to enable cyber mobilization Cyber warrior training pipelines that have been developed to facilitate successful levee en masse. The role for industry and how the armed forces can legally support the capability.

Scarlett McDermott is the Chief Technology Officer at WithYouWithMe, leading our product engineering, training, and IT (Information Technology) capabilities. Scarlett is also a military spouse and has embraced a career in technology that she has taken around Australia with her.
