C4ISR Design is fundamental to the realisation of an Integrated Force capable of delivering the required effects in a modern high intensity conflict. The combination of the Defence Strategic Review, Integrated Campaigning and Concept Aspire provides the context for C4ISR Design to conduct deliberate design. Implementing deliberate Joint Force Design is guided by the application of the C4ISR Design Principles from the ADF Functional Concept for C4ISREW, Concept Assert.
Deliberate design demands structured, repeatable processes. The C4ISR Design Principles and context are brought together using a Model Based Systems Engineering (MBSE) approach through the application of Mission Engineering, and specifically the development of Mission Engineering Threads. These Mission Engineering Threads provide the broad activity/task guidance through which the Joint Force can be designed, integrated and tested. This Mission Engineering approach and the models developed are key to realising C4ISR Design and is tangibly implemented by the C4ISR Design Team comprised of: Foundational Design, Co-Design, Standards Office, Modelling and Governance.
During the unclassified MILCIS briefing, C4ISR Design will provide an update on:
- Concept Assert
- The application of MBSE and Mission Engineering within C4ISR Design
- The Representative Architecture
- Project ASIMOV and the development of partner technical C4ISR interoperability
- Joint Force Views, including future Joint networking needs.

COL Kurt Brown

Colonel Kurt Brown grew up in country New South Wales. He attended the Australian Defence Force Academy and Royal Military College graduating into the Royal Australian Corps of Signals. He has had a diverse range of appointments throughout his career ranging from command, staff and joint, to inter-agency roles. His career has included: command of the 7th Combat Signal Regiment, appointment as the Australian Defence Adviser to Canada and exchange with the United States 11th Signal Brigade. Colonel Brown is the current Director C4ISR Design within Force Integration Division. Operationally, Colonel Brown has served on multiple tours to Afghanistan, Iraq and Timor Leste. He was the Officer Commanding Afghanistan Signal Squadron and the Officer Commanding the Signal Element in Timor Leste. Academically, Colonel Brown is a graduate from the University of New South Wales Master of Electrical Engineering and Business programs. He is an Australian Command and Staff College and Higher Defence College graduate. He has completed the Massachusetts Institute of Technology Executive Program on Leadership and Innovation.
