Mr Chris Crozier

Mr Chris Crozier was recently appointed Chief Information Officer, leading the Defence Digital Group at Defence. Prior to joining Defence, Mr Crozier was the Group Chief Information Officer for Orica International, the world’s largest manufacturer and supplier of explosives for mining and civil construction. As the Group Chief Information Officer, Mr Crozier was accountable for global digital technology strategies and operations across a footprint of the organisation spanning 120 countries, covering Business (IT), Customer (IoT) and Manufacturing (OT) systems, including the governance of Orica’s digital ecosystems, architecture, data, and cyber posture. Prior to this, Mr Crozier held executive roles within Orica as Vice President of AusPac (60% of Orica’s global EBIT), Chief Digital Officer and Global Vice President Supply Chain; and BHP as Global Chief Information Officer and Global Chief Procurement Officer. As a 35-year veteran of the Mining and Resources Sector, having commenced his professional life with Rio Tinto as a Research Engineer, Mr Crozier has experienced the highs and lows of the commodity cycle. He has worked in Asia for more than 25 years, residing in Singapore for 18 years. Mr Crozier has a Chemical Engineering Degree (Honours First Class) and Master of Business Administration. In his spare time, Mr Crozier enjoys endurance sports, including cycling, running and swimming.

Mr Justin Keefe

Justin Keefe entered the Australian Public Service (APS) in 2013 after 17 years working in the ICT consulting industry, specialising in business intelligence and information management. Justin joined as the Assistant Secretary Shared Service Centre at the Attorney-General’s Department. In this role he developed and implemented a comprehensive corporate services reform, including the introduction of shared corporate and ICT services capability and the modernisation of the department’s enterprise systems. In 2016 he joined the Department of Defence as Assistant Secretary Application Sustainment and was subsequently promoted to Chief Technology Officer (CTO) in January 2020. As CTO, Justin was responsible for the design and delivery of Defence’s Single Information Environment, its ICT systems and the setting of technical standards and architectures for its Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) capabilities. His recent achievements include the development of the Defence Information and Communications Technology Strategy and the Defence Technology Intent. The Strategy provides a long-term plan for Defence to fight and win in the digital age; the Technology Intent delivers a future-focused vision of what technologies Defence will need to achieve its objectives. Justin recently acted as Defence’s Chief Information Officer from 30 January to 31 July 2023. Today, Justin is the First Assistant Secretary, Digital Capability within Defence Digital Group. He is responsible for Defence Digital Group’s work take-on and executing all Group Capability Manager functions across the One Defence Capability System Lifecycle. In addition, Justin manages the coordination and assurance of Enterprise ICT capabilities currently deployed in the Single Information Environment.

Ms Monique Hamilton

Monique Hamilton was appointed as First Assistant Secretary, Group Operations Division, within Defence Digital Group on 16 May 2023. Monique is responsible for managing Defence Digital Group’s (DDG) business operations and reform activities, aligning processes and performance, championing reform and continuous improvement, and building workforce capacity and capability. Monique’s oversight across the Group’s central functions drives the consistency and efficiency of the DDG business to ensure valuable people resources are focused on core ICT capabilities. In addition, Monique oversees the newly formed Portfolio Management Office capability that designs and implements a Portfolio, Program and Project Management (P3M) framework to deliver consistency, transparency and visibility across the Group. As the commercial lead for CIOG, Monique fosters productive relationships and collaboration between Defence and industry to position Defence to take advantage of industry innovation and technology evolution. Her former role as First Assistant Secretary, Service Delivery was extensive. From 2020-2023, Monique managed large scale delivery of corporate and essential on-the-ground services to sustain the Defence estate and support personnel across Australia. Monique is a driver of change focused on the user experience and increasing efficiencies. She develops and combines people capability, teamwork and program management to achieve government-defined outcomes. Monique has managed highly complex relations between government agencies with overlapping interests during periods of substantial reform. Monique held various senior leadership roles across both the private and public sectors prior to joining Defence. Monique joined the APS in 2004 with the then Health Insurance Commission and played a significant role in the integration of staff and programmes when they transitioned to the Department of Human Services in 2011. With a career focused on service delivery across Government, Monique has led the delivery and end to end programme management across a range of health, social and welfare programmes. These roles included process redesign, programme assurance and the leadership and capability development of large geographically dispersed teams of up to 1500 people. Between 2012 and 2014 as the Director of Outreach Services, Monique achieved significant increases in point of care claiming across the Medicare Programme to deliver efficiencies aligned with health reform. Monique is outcome oriented and enjoys the challenge of working in dynamic and fast paced environments and is focused on improving the customer experience. Monique has three daughters and lives in Melbourne, Australia.

Mr Chris Dale
Assistant Secretary WNA Delivery

Chris Dale is the Acting First Assistant Secretary Enterprise Systems, accountable for the delivery of programs of work that uplift the Defence Single Information Environment and meet emerging capability requirements from Defence and Government. Enterprise Systems successfully delivers through its expertise in program management, engineering and sustainment. Chris’ substantive role is as the Assistant Secretary Warfighting Networks and Applications, delivering the joint capabilities that enable the warfighter to operate under all conditions along with the support organisation that will sustain their operation. Chris was most recently the Program Director ERP and led the implementation of the SAP Defence and Security solution for Australian Defence. Prior to this Chris was the Assistant Secretary Enterprise Technology Operations, accountable for the provision of high quality ICT services in support of military operations and corporate business requirements. This branch delivers the operational support and sustainment for finance, human resources, logistics, information management, whole of government and security domains. Chris joined Defence in March 2020 from the Department of Infrastructure, Transport, Regional Development and Communications where he held the position of Chief Information and Security Officer (CIO & CISO). Chris held the position of Assistant Secretary Government Network Services in the Department of Finance for six years where he oversaw the expansion and modernisation of the National Telepresence System, developed the foundations of whole of government collaboration tools now known as GovTeams and led the expansion of the ICON fibre optic network extending high value secure communications for inter and intra Department communications. Chris joined the public service in 2009 after a diverse career in private industry including banking, mining, tertiary education and the ICT Vendor Channel. Chris holds an honours degree in engineering from the University of Newcastle specialising in fibre optic communications and has post graduate qualifications in business administration. Chris is a graduate of the Australian National University, National Security College. He is a member of the Institute of Electrical and Electronic Engineers and a member of the Australian Institute of Company Directors.

Mr Steve Hamilton
First Assistant Secretary Enterprise Resource Planning

Mr Steve Hamilton is the First Assistant Secretary of Enterprise Resource Planning (ERP). ERP is a whole of Defence transformation program that will modernise and integrate critical functions across logistics, engineering, maintenance, finance, human resources, and estate management. Mr Hamilton is no stranger to difficult technology initiatives having served as the Chief Information Officer at Australian Bureau of Statistics for over five years, where he contributed to the successful delivery of the Australian Marriage Law Postal Survey, the ABS' response to new data needs through the COVID-19 pandemic and the successful delivery of the 2021 Census. Prior to the ABS, Mr Hamilton was a Deputy Commissioner within the Enterprise Solutions and Technology Group at the Australian Taxation Office for eight years.
