This paper will explore essential characteristics that militaries and governments depend on to ensure effective connectivity for increasingly complex and prolific platforms. The necessity for dependable, available, beyond-line-of-sight connectivity capabilities, ranging from small 25kg UAVs to large-scale platforms like the P8 and Triton, demands that government investments keep pace with accelerated advancements in skills and technologies—a challenge complexed by various factors. As connectivity becomes more accessible, so do challenges such as:
  • Jamming
  • Spoofing
  • Competition for resources
  • The need for speedy resource reallocation
  • Intense competition for military-specific resources, including spectrum
This paper will discuss industry developments aimed at addressing or mitigating these challenges, with a focus on achieving military outcomes and operational advantages that align with the deployment timelines of the latest platforms and requirements.

Biography

Todd McDonell joined Inmarsat in May 2013 as Vice President of Global Government Solutions. He took up the position of President of Inmarsat’s Global Government business in early 2019, where he steered the business to a double digit YOY growth before the business was acquired by Viasat in June 2023. Todd is currently the President of the International Government business area, responsible for managing all government business outside of the United States and encompassing both the legacy Inmarsat and Viasat operations in these geographies. An early stint running operational support for the Australian Navy’s submarine communications systems provided education in military communications and satellite communications systems. Following his naval career Todd & a number of other former Australian defence personnel created a company called TC Communications focused on the design, delivery and support of satellite communications systems. Todd became CEO of the TC business in 2000 and grew the business into one of the preeminent Inmarsat partners. Inmarsat acquired the company in May 2013 and integrated it into the Inmarsat Global Government business unit.
