Distributed and decentralized tactical networks require software management and distribution tools to manage local and remote equipment including software applications, routers, and multichannel radios. The DevOps philosophy and the incorporation of the DevOps framework has transformed the development and deployment of software within corporate networks. This same approach is applicable to the tactical network space, providing services that allow for secure, reliable, rapid autonomous delivery that scales to hundreds of devices. This brief discusses the L3Harris Technologies Management Agent (MA) and Tactical Router (TR) components leveraging protocols and technologies that provide an open framework for planning, discovery, and deployment services, consistent with a DevOps tool chain, directly applicable to the configuration management of tactical networks. As the warfighter’s equipment supporting the Information Technology (IT) tactical network infrastructure becomes more complex, leveraging open-source technologies and applications, the need to protect the warfighter and the infrastructure escalates. This need intensifies as the IT tactical network infrastructure is exposed to denial of service and other Electronic Warfare (EW) attacks. The platforms that support the warfighter’s IT tactical network infrastructure include Operation Centers (OC), Vehicle Platforms (VP) and Soldier Systems (SS). Each platform represents a complex enterprise ecosystem and data center maintained by a federation of applications, tactical communication equipment and sensors. These elements are connected through a mix of communication links managed using their own dedicated workflows and technologies. This brief highlights how this open deployment framework facilitates the transition to more traditional DevOps deployment within tactical networks.

Biography

Paul Juffs is the Chief Engineer at L3Harris Communications Australia Pty Ltd. L3HCA forms part of Tactical Communications for L3Harris Technologies’ Communication Systems segment. Communication Systems covers a broad portfolio, including tactical and airborne radios, night vision technology, and defense and public safety networks. Paul assumed the role of L3HCA Chief Engineer in November 2017. Paul is responsible functionally for systems engineering and design authority for all L3HCA Capture and Programs. This includes being responsible for identification of engineering capability required to fulfil an engineering activity, associated scoping and planning activities as part of project capture including basis of estimates, providing engineering oversight of all engineering activities, providing engineering program status, achievements, issues and risk identification to the L3HCA Senior Leadership Team, performing design authority function for specific programs and associated design authority delegation, and oversight of the L3HCA Engineering Management System (EMS) as part of the L3HCA Engineering Leadership Team. Paul was the L200 Tranche 2 Tactical Communication Network Project Design Authority from November 2017 and the Systems Engineering Manager from January 2022. Prior to working at L3HCA, Paul worked at Airbus Group AP for 14 years in a number of different engineering positions supporting the Armed Reconnaissance Helicopter (ARH) and Multi-Role Helicopter (MRH) rotary wing aircraft. Paul fulfilled roles from 2003 to 2017 that included ARH Deputy Chief Engineer, ARH Avionics and Electrical Systems Engineering Lead, Production Engineering Support Team Manager and Weapons Systems Engineer. Paul holds a Bachelor of Engineering tertiary degree in Aerospace Avionics, graduating in 2001. Paul is also a Chartered Professional Engineer in Systems Engineering, Electrical Engineering and Information, Telecommunications and Electronics Engineering.
