Codan DTC has been actively supporting Ukraine since the beginning of the second Russian invasion, establishing an office in Kyiv early in the war. Its BLUSDR family of radios and waveforms have become central to Ukraine’s medium- to long-range UAS radio control networks, now extending into integrated manned/unmanned operations. Codan’s role has gone far beyond the supply of radios. A rolling program of waveform modifications—driven by requests from Ukrainian forces—has been critical in adapting to evolving tactics, techniques and procedures (TTPs), as well as countering the rapidly advancing Russian electronic warfare threat. With tens of thousands of radios supplied annually to Ukraine, Codan’s technology continues to underpin unmanned systems operations in one of the most contested electromagnetic environments in the world. This session will share key lessons and observations from the Ukraine conflict that are highly relevant to the Australian CIS community. Topics will include waveform agility in near-peer conflict, operations in GPS-denied environments, techniques for sustaining C2 of unmanned systems under high EW threat, and broader takeaways for CIS professionals operating in near-peer RF contested environments.

Biography

Matthew Jones is the Senior Vice President – Africa, Middle East and Asia Pacific for Domo Tactical Communications (DTC) responsible for all capability sales and business development for the group. Matthew has led Australian Defence companies with an export focus. With an advanced manufacturing business background including communications, fire control systems, electronics, directed energy and kinetic weapon systems, his military and commercial experience is acknowledged across the industry. Matthew has over 12 years Defence Industry experience, based out of Canberra Australia developing new technology and leading businesses offering Defence & Security products. Matthew joined Codan in Mar 2024 and was promoted in Aug 24 to run the Africa, Middle East and Asia Pacific components of the business from Dubai, UAE. Prior to commencing in Defence Industry, Matthew served 25 years in the Australian Regular Army as an officer in the Royal Australian Signals Corps. Matthew is a graduate from the Australian Command Staff Course and has had operational service with United Nations (UNTSO), Iraq and Afghanistan. In 2012 he was decorated with the Commendation for Distinguished Service for Afghanistan.
