This session explores how integrated portable connectivity solutions, asset tracking, and secure positioning (A-PNT) enhance operational visibility, strengthen decision-making advantage, and build resilience across both domestic and deployed environments.
Codan DTC HF SDR Tranceiver STANAG 4591 MELPe Digital Voice Feature Integration and Interoperability Verification 4:20pm – 4.35pm Codan DTC has developed a next-generation digital voice capability based on the NATO MELPe (Mixed Excitation Linear Prediction enhanced) standard, aligned to STANAG 4591, to enable seamless, secure, and intelligible communications across coalition networks. This waveform enhances interoperability with key allied platforms, including confirmed compatibility with the L3Harris Falcon III AN/PRC-160 HF/VHF radio, a widely deployed system within Five Eyes forces. By integrating MELPe into DTC’s HF and tactical waveform suite, Codan delivers a robust, low-bitrate digital voice solution optimised for contested and bandwidth-constrained environments. This initiative supports the ADF’s push for enhanced joint and multinational communications, particularly across expeditionary and beyond line-of-sight operations. In addition to improved voice clarity and resilience under degraded conditions, the implementation enables secure voice interoperability across diverse systems solutions. The presentation will outline Codan’s technical approach, conformance testing, and operational implications for future sovereign and interoperable tactical communications.

Biography

Scott is a Technical Solutions Specialist at Pivotel. Based in New Zealand, he is focused on developing and delivering advanced connectivity solutions for defence applications across the NZDF and ADF. Before joining Pivotel, he spent more than 10 years in the New Zealand Defence Force, where he operated and supported military communications networks including radio, IT and SATCOM in both deployed and headquarters environments. His final posting was to the Satellite Network Operations Centre, where he served as the NZDF’s primary satellite network engineer, managing two teleport sites and overseeing satellite planning and operations across geostationary, military, and commercial data and voice SATCOM networks. Building on this experience, Scott now applies his operational insight and technical expertise to help defence organisations enhance situational awareness, resilience and connectivity in demanding environments.
