Multi-domain C4 systems are the foundational capabilities required for 21st century warfare. They enable sense to be made from the many terabytes of data gathered every minute across the battlespace, they inform commanders so they can make the best choices for the deployment and use of their forces, and they enable the right information to be passed from the centre to those at the tactical edge, and back again. So, if multi-domain C4 systems are the key enablers at the centre of modern warfighting capability, how can the ADF best adopt and evolve these systems in an era of fiscal constraints and rapidly changing technology? In this session, Pete Quinn will examine the challenges of uplifting and integrating the ADF’s multi-domain C4 systems, and explore why the adoption of leading-edge commercial ICT, networking, and AI technologies are the critical path to achieving capability this decade. Drawing on his extensive experience as a former Head of Force Integration and Head of Navy Capability, along with insights gained as a senior executive at Anduril Australia, Pete offers practical advice on how fostering partnerships with industry, embracing evolutionary technology, agile capability development, and collaborating closely with partner nations will enable the ADF to implement the modern multi-domain C4 systems it requires.

Biography

Rear Admiral Pete Quinn joined the Royal Australian Navy in January 1983 from Mackay, Queensland. As a Principal Warfare Officer specialising in Above Water Warfare, he served in a wide variety of Navy, Joint and exchange appointments, including operational deployments to the Northwest Pacific, the Middle East and East Timor. His seagoing service included command appointments as Commanding Officer of the frigates HMAS Sydney (2003-2006) and HMAS Anzac (2009-2010). Over 11 years of ADF star rank appointments, RADM Quinn served as Director General Navy Capability Transition and Sustainment, Head Joint Capability Coordination, Head Force Integration and Head Navy Capability. His honours and awards include the Conspicuous Service Cross for outstanding achievement as the Commanding Officer of HMAS Sydney in 2007, the Member of the Order of Australia for exceptional service to the RAN and Defence in senior management in 2018 and he was promoted to an Officer of the Order of Australia for distinguished service to the RAN and the Australian Department of Defence in 2023. Rear Admiral Quinn transitioned to the Navy Reserves in January 2023 after 40 years of continuous Navy service. In January 2024 he assumed the role as the Anduril Vice President Strategy – Australia.
