As Defence accelerates digital modernisation to meet the demands of contested, multi-domain operations, Identity, Credential, and Access Management (ICAM) has emerged as a strategic enabler of cyber resilience, operational agility, and mission partner interoperability. This session explores how modern ICAM frameworks deliver measurable return on investment (ROI), streamline operations, and reduce cyber risk—while aligning with the Australia Defence Strategy, ASD’s Information Security Manual (ISM), and secure coalition collaboration. Frank Briguglio, SailPoint, Field CTO, Global (Federal)—actively works with Five Eyes partners to define and advance global defence ICAM strategy—will share insights into how shared identity models, access governance, and adaptive access controls are shaping trusted interoperability across sovereign and joint environments. Attendees will learn how ICAM enables secure federation, automates identity lifecycle governance, and provides the visibility required to meet ASD’s Essential Eight and Zero Trust principles. The session will highlight how ICAM supports Defence’s modernisation agenda by eliminating legacy access barriers, accelerating onboarding, and enhancing readiness while ensuring compliance with national and international standards. Key themes will include identity analytics, continuous access validation, and cross-domain policy enforcement. Biography

Frank Briguglio is the Federal Chief Technology Officer at SailPoint, where he leads identity security strategy and innovation across U.S. and allied government sectors. A returning MILCIS speaker, Frank brings over 30 years of expertise in identity, credential, and access management (ICAM), cyber policy, and secure digital transformation. His career spans foundational roles at Netscape, Sun Microsystems, Oracle, Microsoft, Deloitte, and now SailPoint, where he champions the advancement of Zero Trust architectures and identity-driven cybersecurity across defence, intelligence, and civilian environments. Frank works closely with Five Eyes nations to harmonise ICAM strategy, policy, and technology—shaping shared approaches to identity assurance, federation, and mission partner interoperability. He has contributed to national and international initiatives including the NIST NCCoE Zero Trust project, the NIST Cybersecurity Framework, and DHS CISA guidance, bringing a global perspective to solving today’s most pressing cyber challenges. Renowned for making complex topics accessible, Frank’s sessions are grounded in real-world experience and forward-looking insights. At MILCIS 2025, he returns to explore how ICAM drives measurable value, efficiency, and cyber risk reduction—supporting Defence’s modernisation goals and securing the digital battlespace.
