Presentation Outline

The emergence of quantum computing represents one of the most significant challenges to modern cryptography and the security of government and defence communications. While practical quantum computers capable of breaking today's encryption standards may still be developing, adversaries can already conduct "harvest now, decrypt later" operations, intercepting and storing sensitive communications for future exploitation. Information created today encrypted using traditional methods, the risk of compromise is real and requires action today. This panel discussion examines the evolving post-quantum threat landscape, the complexity of transitioning critical communications infrastructure to quantum-resistant security, and the practical challenges organisations face in modernising cryptographic systems. It explores the operational limitations of traditional key distribution approaches, including lengthy re-keying processes, reliance on human intervention, supply chain risks, and the burden placed on end users. Drawing on lessons from UK government and industry collaboration, the session will discuss emerging approaches to cryptographic modernisation, including Over-the-Network Keying (OTNK), centralised key management, and the development of next-generation post-quantum cryptographic solutions. Attendees will gain insight into how government and Defence organisations can reduce risk, improve agility and operational security, and take practical action today through a phased transition towards quantum-resilient communications that safeguard mission-critical information against future threats. The discussion will also highlight the importance of trusted international partnerships, standards-based approaches, and collaborative innovation between governments and industry in addressing a shared security challenge.
