Presentation Outline

Coalition operations demand the rapid establishment of secure, interoperable networks across partners who do not share a common cryptographic authority, accreditation regime, or supply chain. The NSA's Commercial Solutions for Classified (CSfC) program offers a compelling answer. By layering two independent, commercially available encryption components, CSfC protects classified data using commercial off-the-shelf products, eliminating much of the cost, lead time, and release restrictions long associated with government Type 1 cryptography. This presentation opens with a practical overview of the CSfC program, including its Capability Packages, layered architecture model, and Components List, framed for an operational audience. It then examines why this approach is uniquely advantageous for multi-national networks, where commercial sourcing, faster fielding, and reduced foreign-disclosure friction allow coalition partners to stand up trusted enclaves on their own terms. The session also highlights the use cases that CSfC uniquely unlocks. By replacing inline network encryptors and fixed infrastructure, CSfC frees the operator from cables and bespoke hardware, extending protected classified access to modern commercial end-user devices, including Android and iOS phones and tablets, at the tactical edge and on the move. Finally, the presentation lays out a pragmatic roadmap for sovereign implementation and authorization under the CSfC framework, addressing how nations can build, register, and accredit their own solutions while retaining national control over keys, trust, and risk acceptance. Attendees will leave understanding how CSfC compresses the timeline to secure coalition connectivity and the steps required to pursue sovereign authorization.

Biography

Dominic Perez, CISSP, is the Chief Technology Officer at Curtiss-Wright Defense Solutions and a Curtiss-Wright Technical Fellow, with over 25 years of leadership in secure networking, edge computing, and tactical communications. During more than 16 years with PacStar—now part of Curtiss-Wright—he helped build the team that translated NSA's Commercial Solutions for Classified (CSfC) requirements into a product line with hundreds of systems registered with the NSA and fielded with the US Army's Secure Wireless Small Form Factor program.

As CTO, Dominic sets technical strategy for Curtiss-Wright's portfolio of rugged hardware and IQ-Core® software, partnering with best-of-breed cybersecurity and networking providers to deliver mission-ready capability where coalition and multi-national forces operate. His work spans CSfC, cross-domain solutions, post-quantum encryption, and AI/ML at the SWaP-constrained edge.

A recognized speaker and thought leader, Dominic moderates the annual Commercial Solutions for Classified Conference and serves on Oregon's Cybersecurity Advisory Council. He focuses on enabling rapid, accreditable deployment of secure networks that compress cost and timeline while preserving sovereign control and coalition interoperability.
